Can an insurance company give you an estimate without seeing the damaged vehicle.?

I am trying to settle an insurance claim. The other insurance co. said to get estimates, so we did. They then told us they had made their own estimate and it was half price of the others. When I said "How can you make an estimate?

You have not seen the vehicle.

They told me that they had a shop in my town that would do it for what their estimate said. Is this legal?
