If your car is stolen and the person that steals your car has insurance, can you file a claim on the thief's insurance?

You can file a claim against anyone, the question is, will it be covered?

Most likely not. Theft is an intentional act. Insurance covers accidents (negligence), not intentional losses.

Also, most policies exclude damages to vehicle by drivers that are non authorized to drive (by definition, this would be a thief).

Your insurance company should cover under "collision" and/or" uninsured motorist coverage, if you have those coverages.
