Rock falls off cement truck | Who pays?

Driving down road cement truck in front of me rock fall off the truck.

I took the plate # down pulled over and found a fist size hole in my bummer ...]

what should I do?

It depends. You might have to pay for this. Not enough facts here. If the driver of the truck did not have a cover (like a tarp), then they might be liable. If they did, and or the rock came out of the tires or other location, this may be a "road hazard," meaning that we all assume the risk of having objects (like rocks in the windshield) damage our car.
