What can another driver claim against me without an accident report?

I was in a fender bender no injuries and no damage, I gave the guy my name and number and the name of my insurance just in case . 2 hrs after the accident he is claiming injury and damage.

What can I do about this when he agreed it was no damage at the accident?

Well, this is a difficult situation. Most people don't know if they are hurt but only after several hours or days (for soft tissue injury at least).

On the other hand, no damage to the vehicle does show that this may be an "LSVI or Low Speed Vehicle Impact (code word for possible insurance fraud).

Talk to your adjuster and tell them your impression.
