Who makes the insurance claim if you hit a parked car that has no insurance and you are on private property. Your car wasn't damaged in the accident.

Anyone can make a claim. The other party, your passenger - if any, anyone that has your information. The insurance company will contact you and verify (or will contact the policy holder) and then will decide if the claim is covered.
