Claim and insurance increase

One of my friends had car body damage in a school parking lot. One day he was exiting a parking space. As there was no car in his front, he drove his car forward to exit.

But he did not notice there was a short metal bar in the front of his left side. He hit that bar and damaged his car on the left front defender. Should he claim for coverage?

Will increase his insurance rate?
