Insurance company not paying for damage to my siding by wheel that came off?

A wheel came off a Car hit the side of my house and broke my siding.

The insurance said (Erie) that the owner is not liable. Is this true?

Im In WV.

This does not make sense. The owner of the car may be liable, the driver is probably also liable.

A driver must ensure the vehicle is in working condition before driving it, if not, negligence can be found. Even if there was an inspection and the defect or mechanical breakdown was not easy or even possible to see, there is still liability.

You asked about the owner. The owner may not have liability if the vehicle was taken without permission or some other exclusion.
