Liability insurance only on total loss

I recently was in an accident where my car was totaled. I still owe money on the car and I only had liability insurance.

I wasn't aware that I was supposed to have full coverage. My question is can I get in any kind of trouble for this? Thank you.

What do you mean you are supposed to have full coverage? States require liability coverage but not full coverage. Is this because you have a loan on the car and the loan requires payment?
