No confirmation from the other driver

I was rear ended last week. Got the other driver insurance information, but I didn’t write down his phone or driving license.

No police report, no witness. I called Progressive (his insurance company) to put my claim. After one week, Progressive told me that they called and sent mail to the driver but didn’t get any response from him.

Thus, Progressive cannot process/ proceed with my claim. What should I do? I don't want to claim it against my insurance.

Is really not a good idea to leave the scene. It will depend on what coverage you have on your policy.
