Statue of limitations on AD & D on auto policy in Texas

My sister died in August 2006 from a blood clot as the result of a auto accident. Is it to late to file a claim for AD&D on her Progressive Insurance policy that she had at the time?

It was a hit and run accident. The car the hit her car did not stop.
