Stolen Vehicle that caused damage | Who pays?

Person is camping in the woods when a stolen vehicle out for a joy ride runs them over and destroys their camp.

The person goes to the hospital with injuries and files a police report. Later the car is recovered.

Is the car owners insurance responsible for any of the damage and medical bills?

Probably not. Most insurance policies (auto policies) exclude coverage for damages caused by non-permissive drivers. Joy rides include non permissive drives and thus, coverage would probably not be granted.
