What to do | Coverage and fault issues

Pulling out from a stop sign into oncoming traffic, I failed to see a truck that had to swerve to miss me.

He instead hit the vehicle in the other lane causing minor damage. They say I ran the stop sign. I know I didn't.

Here's the problem, on top of that. This happened the same day as my insurance was reinstated after lapsing. My vehicle was not physically involved. Now what?

Answer:

You need to file a claim!

There is a possibility that there may be coverage (depending at when the policy was re-instated). This will be an important consideration, but if you called the day before or before the collision (and can prove it), then you probably have a good argument regarding coverage.
