Who is at fault? | What to do?

In NJ, If no contact and no collision, just because a car in front of the traffic slowed down and try to exit, and a motorcycler behind the traffic lost control fell off.

Should the car in front of the traffic ( several cars in front) responsible for the motorcycle’s fell?

What duty those vehicles have to the motorcycle behind? Did the motorcyclist not see the vehicle or got scare? Vehicles are supposed to slow down when they are exiting traffic, that seems to be consistent.
