Will your insurance rate go up if your in a fender bender that resulted from snow?
We were going 10 miles an hour up hill and the car in front of us stopped we tried stopping but due to the snow and lack of plowing, we slide we were able to have enough room to turn our car into the other lane when there wasn't cars coming and the passenger side hit the drivers side of the car in front of us.
If the road had been plowed properly we would have been able to stop in time no problem.

The issue is that if there was a problem with the snow conditions, then the driver must pull over or stay home. Road hazards are a risk that drivers assume when they take the road.
Compounded with that, if you lose control or could not stop in time, then the driver was going too fast for conditions (a road with ice / snow).
If the driver was going at the safe speed for conditions, he/she could have stopped on time.
